The way we build, maintain and manage our roads is undergoing a period of unprecedented change with traffic volumes and public expectations increasing. In addition to such challenges at a time when Local Authority budgets are also under pressure to deliver more for less, there is a growing recognition of the need for a new collaborative sustainable approach to highway management which contributes to climate action plans and improves resilience.

Tarmac and Shell are hosting a day of learning, insight and debate for local authority highway professionals, focusing on innovation and sustainability

Programme

The event starts at 9.30am with registration from 9am.

The morning session will include sessions from across the sector leading to lunch from 12.45 - 1.35pm.

Afternoon sessions will run until 3:30pm and will be followed by optional guided tours.

Parking for the event is available at the Citipark facility. Take your ticket to the event for validation and free parking*.

Brian Kent - National Technical Director, Tarmac


With over 30 years experience in the construction industry, Brian began his career with an independent materials testing consultant in 1987 before moving into Local Authority employment specialising in Materials Technology and Quality Assurance. Following his formative years, Brian has spent the bulk of his career occupying various senior Technical and Commercial positions within the Operational and Contracting arms of Tarmac and now occupies the position of National Technical Director. As well as formulating and overseeing national technical strategy development and implementation, Brian also leads a team of specialists focusing on process and product R&D, solution innovation and industry challenges.

In addition, Brian is also the current chairman of the MPA Asphalt Product Committee, a member of the PR steering group for the Asphalt Industry Alliance, an industry representative on the National Highways Pavement Optimisation Group and sits on the EAPA Executive Committee, therefore is well versed on current industry challenges and initiatives.

Martin Duffy - Chair, Local Council Roads Innovation Group (LCRIG)


40 years’ experience in UK and international highways - 15 years working in local government and 25 years in the private sector.

He is currently a Director of DMsqd, the Chairman of Local Councils Roads Innovation Group (LCRIG) and Chairman of North Yorkshire Highways.

After moving on from local government in the late 1990’s he joined an international design consultancy and became a Partner of Buro Happold with lead responsibility for Management Consultancy. Having gained experience on renowned projects across the world he established his own consultancy in the UK in 2012, focused on highways where he played a significant role in supporting local government through the HMEP programme. Martin joined Kier Highways as a Director and in 2017 decided to move on to form a small consultancy focused on supporting innovation within the sector by working with new market entrants, local government clients enhanced by his roles with North Yorkshire and LCRIG.

Matt Eglington - Head of Local Highways Policy, Department for Transport (DfT)


Matt is the Head of Local Highways Policy at the Department for Transport. Matt joined the Highways team in 2019 and has a keen focus on encouraging innovation in the highways sector. Prior to this Matt worked on automated and connected vehicle policy and regulation and worked for successive Transport Ministers as a Private Secretary.

Alan Ferguson (MPhil, BSc, FIAT, FCIHT) – Transport Scotland


Alan has spent over 30 years’ working in the design, production and laying of asphalt, working for quarrying companies and representing them on a number of national pavement committees. His last industry position was Director of Quality and Environmental Services for Breedon Aggregates Scotland.

8 years ago Alan achieved Engineering Chartership and joined Waterman Aspen Staff Secondment Solutions as a Senior Consultant with a full time placement with Transport Scotland as a Material Advisor. In this role he represents Transport Scotland in many National Committees.

In 2017 Alan was elected as President of the Institute of Asphalt Technology and served two years in that position. He is now a member of the IAT Senate and a member of the Scottish branch committee.

Catherine Wilkins (MCIPS) – National Highways Category Management Group Lead, Pavement


Catherine has worked for National Highways for 14 years within Commercial & Procurement division and is a Member of the Chartered Institute of Procurement and Supply (MCIPS). With 10 years’ experience working within the category management arena, she is currently the Category Group Lead for Pavements, which includes development of strategic procurement strategies, contract development and management of National Highways pavement frameworks, cross functional working, and supplier relationship management across the business. Over the past 18 months she has been heavily involved in looking at incorporating how to manage sustainability in contracts and day to day operation. Catherine recently led the development of asphalt roadmap and carbon plan which is a key driver to help aid National Highways and its supply chain work to meet ambitious targets set out under National Highways Net Zero 2040 plan for pavement maintenance and construction activities.

Matt Fields – Regional Operations and CI Manager, Tarmac


Matt has over 35 years’ experience within the industry and has worked on all types of surfacing schemes from major motorway reconstructions through to runway and racetrack surfacing. Matt’s experience and knowledge has enabled usable technology to be deployed within the surfacing business to greatly improve all aspects of performance from smoothness to durability of product.

Matt’s role involves ensuring best practices gained on high profile schemes such as Silverstone are deployed to improve quality and client expectations.

Dom Proud – Contract Director, Ringway Jacobs, Cheshire East Highways


With over 15 years’ of experience in both the public and private sector, Dom is currently the Contract Director for the Cheshire East Integrated Highways Service at Ringway Jacobs. He has held previous roles in Balfour Beatty, leading the Lincolnshire & Warwickshire Term Maintenance Contract’s as well as Head of Highways, Transport & Engineering at Telford & Wrekin Council. He is also a previous Junior Vice President of the Local Government Technical Advisers Group and also chaired their National Transport Committee for 5 years.

As a result he brings a wide range of experience across the Local Government highways and transport agenda, with a good understanding of Local Government funding and financing and the various highway contract delivery models across the market. In his role as Contract Director, for Cheshire East he is the lead for the contract delivery including supporting and delivering the Council’s aims for net carbon zero.
