The way we build, maintain and manage our roads is undergoing a period of unprecedented change with traffic volumes and public expectations increasing. In addition to such challenges at a time when Local Authority budgets are also under pressure to deliver more for less, there is a growing recognition of the need for a new collaborative sustainable approach to highway management which contributes to climate action plans and improves resilience.

Tarmac and Shell are hosting a day of learning, insight and debate for local authority highway professionals, focusing on innovation and sustainability

Programme

The event starts at 9.30am with registration from 9am.

The morning session will include sessions from across the sector leading to lunch from 12.50 - 1.30pm.

Afternoon sessions will run until 3pm and will be followed by optional guided tours.


Getting there

Park in the North Car Park via Gate 3.

Access to the event via Gate 36 from the North Car Park, then head to the Captain's Club.

Mark King - Service Director Place Delivery (StreetCare). South Gloucestershire Council


With over a 25 year career in local government Mark King has operated at Senior Officer level in front line maintenance and environment sector. In that time he have become an experienced manager specialising in a range of professional and technically based disciplines. With proven ability to work effectively with politicians, communities, third sector groups, consultants and contractors, Mark has a reputation of delivery, including change programmes and major infrastructure projects. He has a particular expertise in building relationships with stakeholders such as, voluntary and community sectors, statutory agencies, government and commercial organisations.

Dave Foster – UK Country Business Manager, Shell


Dave Foster is Shell’s Country Business Manager for their bitumen business in the UK and Ireland. He is an experienced oil and gas professional having started his career in Shell in 1989. Dave has held commercial roles in Shell’s Retail, Supply Chain and Lubricants businesses before joining Bitumen 16 years ago. An integral part of his role is promotion of a strong HSSE culture, technological developments, and a sustainable portfolio of products.

Earlier this year, Dave was elected Eurobitume President, where he has been a member for many years working closely with his counterparts within the UK industry to actively promote the safe use of bitumen.He also sits on the Asphalt Industry Alliance (AIA) committee, an alliance between Eurobitume UK and the Mineral Products Association. This has had noticeable success highlighting the need for continuous investment in the UK road infrastructure through vehicles such as the ALARM survey, the Local Government Association and All-Party Parliamentary Group networks.

Richard Taylor – Global Technology Development Manager, Shell


Richard Taylor has more than 30 years of construction materials experience, having worked as a Materials Engineer on many major civil engineering projects (motorways, tunnels, airfields, ports) and later specializing in research and technical development of construction materials. He obtained a Bachelor of Science degree (First Class with Honours) and later graduated with a Ph.D from the School of Civil Engineering at the University of Nottingham. He currently holds the role of Global Technology Development Manager for Shell Construction & Road.

Richard is an Honorary Professor at the University of Nottingham, a Fellow of The Institute of Asphalt Technology, a Member of the Institute Environmental Management and Assessment and the Chair of Eurobitume’s Bitumen Sustainability Steering Group. He was honoured to receive the Howard Medal from the Institution of Civil Engineers as part of a project team focused on increasing recycling and sustainability in surface course materials and co-author or Road Note 43.

John Hunter – Norfolk County Council Asset Management Engineer


John has worked for Norfolk County Council for over 30 years in various roles on the Highways, but has mainly been involved in Condition surveys. Currently he is involved in trying to make the most of limited budgets by trialling low cost, low carbon solutions for our highways in Norfolk, which is just shy of 10,000Km. He has been part of the National Road Condition Management group (RCMG) for over 10 years and is currently involved in the project trying to shape the future of Condition surveys after UKPMS with the DfT, BSI and TRL.

Emma Hines – Sustainability Director, Tarmac


Emma is an experienced sustainability professional with over 24 years of experience in sustainability in the construction industry. Emma has a wide knowledge of the broader construction industry through various roles, including operational, strategic, commercial and performance management positions, before focusing on sustainable construction and was listed as a Top 50 rising sustainability star in Building magazine in 2013.

Emma is Sustainability Director at Tarmac. As well as developing and implementing Tarmacs transformational sustainability strategy Emma also leads a team of specialists focusing on sustainability regulation, codes and standards including emissions trading systems, sustainability communications, net zero and sustainable construction.

Gary Kemp – Department for Transport policy advisor in local highway maintenance

Brian Kent - National Technical Director, Tarmac


With over 30 years experience in the construction industry, Brian began his career with an independent materials testing consultant in 1987 before moving into Local Authority employment specialising in Materials Technology and Quality Assurance. Following his formative years, Brian has spent the bulk of his career occupying various senior Technical and Commercial positions within the Operational and Contracting arms of Tarmac and now occupies the position of National Technical Director. As well as formulating and overseeing national technical strategy development and implementation, Brian also leads a team of specialists focusing on process and product R&D, solution innovation and industry challenges.

In addition, Brian is also the current chairman of the MPA Asphalt Product Committee, a member of the PR steering group for the Asphalt Industry Alliance, an industry representative on the National Highways Pavement Optimisation Group and sits on the EAPA Executive Committee, therefore is well versed on current industry challenges and initiatives.

Matt Fields – Regional Operations and CI Manager, Tarmac


Matt has over 35 years’ experience within the industry and has worked on all types of surfacing schemes from major motorway reconstructions through to runway and racetrack surfacing. Matt’s experience and knowledge has enabled usable technology to be deployed within the surfacing business to greatly improve all aspects of performance from smoothness to durability of product.

Matt’s role involves ensuring best practices gained on high profile schemes such as Silverstone are deployed to improve quality and client expectations.

Nicole Turley - Sustainability Manager, Devon County Council


Nicole is a sustainability professional who has worked in the highways maintenance and civil engineering sector for over eight years. She has been involved in the A382 project during tender and ECI stages supporting with environmental compliance, ecology and carbon, and is now the Milestone lead for this LiveLabs project.

Beth Lewis - Devon County Council


Beth is a civil engineer with 20 years experience in a variety of sectors. The last 10 years have been with Devon County Council where she has been working alongside the carbon reduction team and is currently managing the design of the A382 scheme and the Live Labs 2 project.

Ian Edser - Director of Highways and Transportation, Barnet Council


Ian has over 30 years proven management and industry sector experience in Infrastructure and Street Scene services from both the client and private sector perspective; building sustainable long-term customer focused service delivery contracts through the sound management of people, assets and finances.

Roger Eke - Technical Product Manager, Tarmac


With over 20 years’ experience in project management and delivery across both road and rail infrastructure, Roger takes a practical but innovative approach to his role. Since joining Tarmac 8 years ago he has been involved in challenging schemes across London Underground and the strategic and local road networks. He specialises in high performance products that enable an early return to service, reducing costs and disruption to users.

In his current role, Roger supports internal and external clients in developing suitable treatments for surfacing schemes in line with the desired performance and sustainability goals and delivered within tight time and budget constraints.

Dave Pugh - Arcadis


With 30 years of experience in the Highways industry, David has a background of leading and managing large highway engineering contracts from a planning, design and an operational perspective. In leading multiple complex contracts he has demonstrated effective planning, strong communication and highly collaborative leadership as well as the ability to assess situations dynamically and be flexible and dynamic to fulfill strategic and functional business and client needs.

6. Please enter your vehicle registration and click ‘find vehicle’ then click ‘Next’
